About DG Arlene Juele Adlawan

Arlene Juele Adlawan is a civil engineer, educator, and humanitarian leader whose life reflects service, excellence, and a strong commitment to community transformation. Guided by the Rotary ideal of “Service Above Self,” she has built a distinguished legacy across Rotary leadership, engineering practice, public service, education, and civic engagement.

A Rotarian since 2005, she has served in key leadership roles in District 3860, including President of the Rotary Club of Tagum Golden LACES (2014–2015), where she advanced women-led and inclusive service initiatives focused on education and empowerment. She also served as Assistant Governor (2015–2016) and held district positions such as District Assembly Chair, District Awards Chair, District Public Image Chair, Chief of Staff, and District Governor’s Representative to the Philippine Rotary Magazine.

Professionally, Arlene is a licensed Civil Engineer with a Bachelor’s degree from the University of the Immaculate Conception, Davao City, and a Master’s degree in Engineering major in Civil Engineering under the DOST scholarship program. She served as Program Head of the Civil Engineering Department at St. Mary’s College of Tagum City, mentoring future engineers and strengthening academic excellence.

She is actively engaged in private practice, designing and building projects in collaboration with her sister, Architect Helen Adlawan, combining engineering precision with architectural creativity in community-responsive developments.

In the engineering profession, she served as President of the Institute of Civil Engineers – North Davao Chapter and was elected as a National Board Director of the Philippine Institute of Civil Engineers (PICE), representing the GOCC sector and handling the Community Service Committee.

Her public service extends to governance and humanitarian work. She is a Board of Director of the Tagum Water District, previously serving as Chairperson for four years, and is Secretary of the Philippine Red Cross – Davao del Norte Chapter, supporting disaster response and community resilience.

Her advocacy for inclusive education is seen in programs such as the Computer Literacy Program for Students with Exceptionalities and the establishment of the Sibol Learning Center for underserved learners.

She is a Major Donor Level 1 and Rotary Benefactor, a legacy shared within her family—her daughter, Jacquelene Christina Adlawan, a Licensed Physical Therapist and Major Donor Level 1, and her mother, Rotarian Fe Adlawan, also a Major Donor Level 1 whom she brought into Rotary.

Beyond her professional life, she enjoys music, arts, farming, big bike riding, and scuba diving, reflecting balance, discipline, and creativity.

Across all roles, Arlene embodies purposeful leadership grounded in integrity, compassion, and excellence—building not only infrastructure, but empowered people and resilient communities.
